Bye - Laws Member Responsibilities.
The Membership Fee to the Phoenix shall be laid down from time to time at the Phoenix Annual General Meeting.
Membership to the Phoenix will only be accepted on receipt of the Phoenix Membership application form and lodged with South West Phoenix Secretary on completion.
A new member will be accepted provisionally on application and such application will be verified and finally decided upon by the Board and Members at the next quarterly meeting.
A Member shall be deemed unfinancial if their current account with the Phoenix be unpaid thirty [ 30 ] days after receipt of invoice.
Each Member and Board of Directors shall be furnished with a copy of the Constitution and By - Laws and such shall be regarded as sufficient proof that they are fully aware of all incurred responsibilities.
Each Member is responsible to the Phoenix Board for their actions and any unacceptable behaviour shall be dealt with.
All Members and Officials shall conduct themselves according to the code of conduct laid down from time to time by the Board. Any infringement to the contrary shall be dealt with.
Members must be present at Meetings and at the Annual General Meeting, unless granted special leave of absence in writing from the Secretary.
Should such leave of absence be granted then a proxy vote will be accepted by the Board of Directors on issues that are published as agenda items of said meeting.
Members and Officials shall encourage players from the South West Region to join the Phoenix Development Teams and the South West Regional Football Academy.
Any approach to a player who is not a playing member of the Phoenix shall be through the said players current club.
A Player when registering with the Phoenix must divulge all relevant information concerning past clubs and playing status and give the name of the last club they played for, this includes overseas clubs.
Code of Conduct.
A Code of Conduct shall be laid down by the Board after consulting with all club / academy coaches and the senior players leadership group.
Once the Code of Conduct has been promulgated then all Officials, Members and Players shall abide by the Code.
Coaches
The Phoenix Board shall appoint club coaches as they deem necessary.
Development Teams
Qualification of players to be a participant in the South West Phoenix Development Teams are:
A player must be recognized and identified as a player who is or was developed within the South West Regional Zone. The player may currently reside elsewhere and qualify.
A senior player must reside within the South West Zone unless the player conforms to By Law .4.1.
The Board in its absolute and sole discretion may permit a maximum of three [ 3 ] senior players who do not conform with By Laws .4.1. or .4.2., to participate in the Phoenix
senior teams.
Academy
The South West Regional Football Academy comes under the auspices of the South West Phoenix and as such its policies shall be generated and overseen by the Board.
Appointments within and to the Academy including future inductees shall be at the sole discretion of the Board of Directors, the Board may take advice from the Academy staff from time to time.
Academy Coaches must be Accredited Football Coaches.
The Academy through the Board shall seek to be recognized by the State Governing Body as a fully sanctioned Academy.
Games - Competitions - Championships.
The Board of Directors shall appoint an Officer to organise and administer Games, Competitions and Championships that may come under the Phoenix jurisdiction from time to time.
Premises - Grounds - Equipment.
Any group or body who utilise premises, grounds or equipment that comes under the jurisdiction of the Phoenix may be charged a nominal usage fee.
Common Courtesy to Board of Directors.
Members and Officials when contacting other football bodies shall inform the Board of such contact and context of contact.
Officials or Members will not be permitted to speak on the Boards of Directors behalf unless they are so directed.
Police & WWC Clearance.
All Phoenix Coaches, Trainers and/or Officials who spend time with persons under the age of eighteen years, who are members of the South West Phoenix Club, shall have or acquire a Working With Children Clearance.
It is a necessary requirement that the South West Phoenix.F.C., members, where applicable, obtain a National Police Clearance, as laid down by State & National and Governmental bodies.
Payment for such Police Clearances and WWC will be debited to the Phoenix account.
Meetings Protocol.
The Chairperson has the authority to rule on all procedural matters as long as the rulings are not at variance with the Constitution or By - Laws.
Members and Board Directors will be the only speakers at meetings, unless the Chairman is of the opinion that input from other speakers would be to the said meetings advantage.
When addressing a meeting the speaker will identify him / herself and speak through the chair.
When a speaker is addressing the meeting through the Chair debate shall be limited to three [ 3 ] minutes per speaker, no speaker shall have the floor twice on the same question. The proposer of the motion or resolution shall have the right of reply after everyone has spoken.
No amendment to a motion or resolution can change the basic meaning or context of motion or resolution.
Appeals and Complaints.
All Appeals and Complaints brought before the Phoenix Board shall be investigated by the Appeals and Complaints Board.
Any complaint received by the Phoenix Board shall be in writing and signed. No verbal complaint will dealt with.
The party against whom the complaint has been so made shall be notified in writing by the Secretary of the nature of such complaint and the date, time and place where such complaint will be heard, and shall be posted at least seven [ 7 ] days before the date of such hearing.
The Appeals and Complaint Board may call upon any person to attend such hearing held to inquire into such Appeals or Complaint, and may require such person to answer any questions put to him/her.
Such person or persons may call others to assist on both sides of the case in question.
If an Appeal or Complaint is deemed frivolous by the Board then the Board has the power to recoup the costs for holding such an inquiry.
